Denton Parish Council

All Parish Councillors were summoned to attend a Parish Council Meeting

Monday 18 October 2021 at 19:30 (7:30pm)

COVID - 19

In accordance with the Government road map for easing of COVID-19 restrictions, the Parish Council Meeting was held in accordance with those confirmed on the 19 July 2021.

While there were no restrictions on numbers attending, the Parish Council recommended that those present continue to abide with safeguards and social distancing.

1          Welcome Address – Council Chair

Cllr Bellamy welcomed those present and advised the council of the recent resignation of Cllr Martin Crush.

The council recognised Cllr Crush’s contribution to the council and the village over his extensive period as a councillor and a vote of thanks proposed and seconded.

Resolution: Vote of thanks to Cllr Crush passed and Clerk to write to him officially recognising their thanks for his service to the community.

3          Parish Councillor Apologies.

None. All the Parish Council were in attendance.

4          Minutes of Previous Meeting.

Resolution to Approve minutes of the Parish Council meeting held Monday 6 September 2021

Resolution: Minutes approved and hard copy (file) signed. Soft copy annotated for website.

5          Parish Council Declarations Of Pecuniary Interest.

None declared.

6          Public Forum.

No Public forum as this meeting was followed by a Parish Open Meeting to present the village playground project to the community and take comments and questions.

7          Parish Clerk.

a. Community Cleaner Report.

The Community Cleaner (Ms J.Newman) report for September was distributed to the Parish Council and if there were any significant issues with littering.

She advised that some areas were worse than others in the village and the council asked if Ms Newman would be able take photographs of problem areas to allow the council to get an idea of the level of littering and its specific locations

Ms Newman was happy to do this and also asked for a new supply of the Community Cleaner waste sacks, a box of them if possible.

Resolution: Clerk to order new supply of sacks from SKDC.

b. Village Hall grass.

Having received a complaint regarding the length of the grass to the rear of the village hall, the Clerk was asked to investigate.

On contacting a village hall member, the Clerk was advised that the committee had opted to allow the grassed area to become a wild green to encourage a diversity of flora and fauna and just mow a marginal edge strip to allow access.

The Parish Council were of the view that merely allowing the field to become “wild” did not constitute the meaning of a wild meadow and that it needed proper preparation and sowing rather than just allowing it to run wild.

Resolution: Clerk to re-contact the Village Hall and ask for more details and confirm plans for the area.

c. SKDC Big Clean/Street Care. Alleyway Clearance.

At the request of the Parish Council, the Clerk contacted SKDC via the Big Clean requesting the alleyway be cleared and tidied. This has now been done.

Resolution: Item closed.

d. LCC Highways.  Obstructed School Sign (Church St).

The Clerk has once again contacted LCC Highways requesting that action be taken with regards the severely obstructed school warning sign on Church Street adjacent to the village hall. Photographs of the sign were taken from positions corresponding to a vehicle approaching the school clearly demonstrating the lack of visibility and sent to LCC Highways.This has been reported three times in the past with no action being taken to date.

Resolution: clerk to monitor and if no action forthcoming raise with representative of the County Council directly.

e. Lighting issues, side access road to bungalows off Hungate Road.

The Clerk had approached both LCC Highways and SKDC regarding this matter and as the road was for access to the bungalows, it was not responsibility of LCC Highways, but of the owner(s) of the properties to which it allowed access.

The bungalows are council owned (SKDC) and therefore it would be their responsibility to maintain. It was advised that if there were problems it would require formal complaints by any resident(s) of the council owned properties.

As yet no response has been received from SKDC.

Resolution: Clerk to follow up.

10      Parish Council: Update and Discussion.

a. Traffic, SID update.

Cllr Aldred informed the council that the SID battery has been replaced at a cost of £82.80 (See finance report).

Initial analysis showed very few incidents of speeding at this time, possibly due to the road being restricted by construction work and parked vehicles. Downloading and analysing the data from the SID was ongoing and it was hoped to be able to present the data in an understandable format.

LCC Highways have been emailed regarding installation of verge side gates, countdown markers on approach roads, road surface speed signage, mirror to improve visibility at A607 junction and a chicane to narrow the road in key places.

Resolution: Cllr Aldred thanked for his efforts and action to continue.

b. Tile project for floor of telephone kiosk (see also Item 13.b).

Cllr Bellamy informed the council that Denton School were very happy to assist with the project for a tiled floor in the phone kiosk with individual images produced by the school children on each of the 62 tiles required.

Approval for expenditure for 64 tiles to be produced would be required to proceed with the project.

b. Phone kiosk Tile Project. Resolution to approve expenditure.

Resolution: Item 10b refers. Expenditure authorised for production of the required number of tiles to be produced commercially.

c. Letter of Financial Delegation. Resolution to approve a Letter Of Financial Delegation for the Parish Clerk/RFO.

Resolution: Letter of Financial  Delegation is respect of the Parish Clerk/RFO to make authorised payments on behalf of the Parish Council approved.

15        New Business for Next Meeting: Review outstanding business.

Cllr Aldred to review Lone Worker policies for review and approval at next Parish Council Meeting.

16          Meeting Close and Next Meeting

            The next regular Parish Council Meeting TBA

17       Public Open Meeting.

Commencing at 20:00 on completion of the regular Parish Council Meeting the Public Open Meeting was held to present and discuss the proposals for the renovation of the village community children’s playground as part of HM the Queens 2022 Platinum Jubilee Year.
