COVID - 19
In accordance with the Denton Parish Council COVID 19 (Coronavirus) Business Continuity Temporary Parish Council Policy Document. Due to unavailability of suitable venues until after 17 May 2021 and uncertainty regarding face-to-face public meetings, Denton Parish Council, having carefully consider the options, in the interest of public safety and allowing public access to the meeting the Council have chosen to conduct this meeting virtually by the virtual Zoom application.
In the usual way, the first 15 minutes of the Parish Council Meeting was open to the Public Forum and members of the public wishing to attend the meeting were requested to contact the Parish Clerk 24 hours prior to the meeting and giving notice of any matter they wish to raise with the council and a link would be provided.

1 Cllr Sue Bellamy, Council Chair, welcomed all those present, with a warm welcome to Mr Paul Gibbins for kindly volunteering to join the Parish Council.
2 Resolution to Co-Opt Mr Paul Gibbins as a member of Denton Parish Council
It was proposed and seconded that Mr Paul Gibbins be co-opted as a councillor for Denton Parish Council
Resolution passed. Welcome Councillor Gibbins. Clerk to contact LALC for availability of new councillor course.

5 Minutes of Previous Meeting: Resolution to Approve minutes of the Parish Council meeting held 15 March 2021.
Resolution Passed: Minutes approved. Soft copy. Not hard signed due to present restrictions.
6 Parish Council Declarations Of Pecuniary Interest: Resolution to Note.

7 Public Forum: Presentation/Discussion (15 Minute as required)
Not required, no requests to attend received from members of the public.

10 Parish Clerk: Update on outstanding and ongoing business.
a. Parish Council meetings – Village Hall post COVID-19 restrictions.
Following the lifting of legislation allowing virtual meetings, future Parish council Meetings will resume in the village hall, subject to safeguards and ongoing guidance.
Full public meetings will only re-commence after the 21 June 2021 with social distancing and all guidance followed.
Resolution: Accepted. Clerk to contact village hall committee and confirm availability for future Parish Council meetings and arrange diary accordingly for Monday’s @ 19:30 (7:30pm)
b. Churchyard Funding
After taking advice and seeking guidance from relevant bodies, it was confirmed that a Parish Council was under no obligation to provide and that the grant being paid annually by the Parish Council to the Parochial Church Council was not appropriate and may even not be lawful under the Local Government Act as the churchyard is classed as an open one and therefore remains the responsibility of the church authorities and the church council.
Although the Parish Council appreciate the efforts in maintain the churchyard, it must abide by the law regarding such use of its precept, which has remained unchanged for the last three years.
Resolution: Despite the fact that grants have been paid in the past, it is regretted that under the circumstances the Parish Council will no longer be able to support this and the Parish Clerk to write to the Parochial Church Council to advise them of the decision.
c. Community Cleaner.
There were concerns raised regarding the safety of the Community Cleaner when carrying out their role and that the appropriate equipment and clothing was being used.
Resolution: The clerk was requested to contact the Community Cleaner to ensure the correct procedures were being followed and that the equipment and clothing was adequate and being used.
d. Newsletter.
Finalise draft spring newsletter and Denton Reservoir special.
Resolution: PC to confirm content and approve printing.
11 Parish Council: Update and Discussion on outstanding and ongoing Parish Council matters.
a. Traffic, SID update.
Cllr Aldred informed the meeting that the SID had been moved to a new location, which would be changed on a fortnightly basis.
The drafting out of the data was ongoing and it was intended that it would be compiled on a monthly basis in support of the proposed road safety project with a draft policy document to be provided for review and consultation.
Resolution: A draft road safety policy document to be presented at the next Parish Council meeting for review prior to holding an open forum for residents consultation.
b. Playground.
Subsequent to the resignation of Cllr Turtle, the planning for the refurbishment of the village play area was reviewed.
Concerns over the overall condition of the surface and where responsibility lay for any regular safety inspections required.
It was unclear if SKDC had overall responsibility for the condition, maintenance and safety of the area and that this would need to be established before any Parish Council action could be considered to update and replace unsafe and outdated equipment.
Resolution: Cllr Gibbins volunteered to take on the project and make the necessary enquiries with SKDC and would contact Sarah Turtle regarding the status of the project and proposals.
c. Return of loan defibrillator sited at the Village Hall.
It was noted that the defibrillator on loan from the Community Heartbeat Trust had not yet been removed from the village hall location.
Resolution: Follow up action to be taken for removal of loan unit and making good of any repair work to the village hall and electrical connnections.
