All Parish Councillors were summoned to attend a Parish Council Meeting

COVID - 19

In accordance with the Government road map for easing of COVID-19 restrictions, the Parish Council Meeting was held in accordance with those confirmed on the 19 July 2021.

While there were no restrictions on numbers attending, the Parish Council asked that those present continue to abide with the recommended safeguards and social distancing.

1          Welcome Address – Council Chair

Cllr Bellamy welcomed those present and before starting the meeting took the opportunity on behalf of Denton Parish Council to honour our District Councillor, Mr Bob Adams, who sadly passed away on the 15 November 2021. Bob was a very good friend to Denton Parish Council and also to the wider community of Denton.He will certainly be missed by us all.

He was a very genuine and lovely man with high principles and a dedication to serve the community and fulfilled his responsibilities to the highest standards.

2          Record of those in attendance.

For Parish Council: Cllr S. Bellamy (Chair), Cllr V. Aldres (Vice Chair) Cllr R. Leadenham, Cllr P.Gibbins, Mr J. McCloskey (Clerk).

Members of the Public: One member of the public was present.

3          Parish Council Apologies.

Apologies were received from J. Newman (Parish Community Cleaner).

Resolution to Accept. Passed, apologies accepted.

4          Minutes of Previous Meeting.

Resolution to Approve minutes of the Parish Council meeting No PCM 2021-10, held Monday 15 November 2021.

Resolution Passed, minutes accepted as a true and accurate record of the meeting.

5          Parish Council Declarations Of Pecuniary Interest.

None declared.

6        Co-Option of new council members.

Two new members were welcomed and a motion to co-opt them to the Parish Councilors taken and passed.

New councillors are:

Cllr Cate Taylor.

Cllr Sara Turtle

On signing the declarations of office, both Cate and Sara joined the council for the remainder of the meeting.

Sara was welcomed back onto the council following her absence.

7          Public Forum.

Cllr Bellamy reminded those present that the meetings of the Parish Council are not public meetings but members of the public have a statutory right to attend meetings of the council as observers. They have no legal right to speak unless the Parish Council Chair person authorises them to do so.

a. The maximum time allowed for public speaking is 15 minutes.

b. Members of the public will not be allowed to speak during Council business.

c. Members of the public are requested not to disrupt proceedings and respect the ruling of the Chair.

8          Parish Clerk.

a. Fencing – Footway Hungate Rd to Park Ln.

The matter of the recently erected fence along the footway had again been raised with SKDC, who advised the clerk they had no issue with the fence or its location with regards to the property boundary.

Resolution: Item closed. NFA required.

b. Parish Community Cleaner reports.

The parish Community Cleaner submits her reports monthly and all are correct and up to date with issues raised noted.

c. Future Parish Council Meetings.

Following dates were reviewed and agreed.

Parish Clerk to make the relevant bookings with the village hall and publish the schedule on the Parish Council Website.

Schedule for January to December 2022 are:

Monday 10 January – Parish Council Meeting.

Monday 14 March – Annual Parish Meeting

Monday 16 May – Annual Council Meeting / Parish Council Meeting (See Note)

Monday 11 July – Parish Council Meeting

Monday 10 October – Parish Council Meeting

Monday 12 December – Parish Council Meeting (To include precept setting for FY 23/24).

(Note: Annual Council Meeting (ACM). The 16th May meeting may be preceded by the Annual Council Meeting or held separately in March to review the policies and documents, set any expenditure limits, and elect Council Chair/Vice-Chair)

9        Parish Council: Update and Discussion.

a. SID and Road Safety Project.

i.  LCC contacted and advice received regarding a Community Speedwatch, Road Surface speed signage, requirements for approval of installation of roadside gated type signage and installation of a “virtual” chicane at the key entrance/exits to village to be reviewed in the new year.

ii.  SID data processing still ongoing.

iii. Belvoir Road footway overgrown and considered hazardous

Resolution: Gated road signs. Options available and costings, including installation by LCC Highways approved contractor.

Belvoir Road to be reported via Fix My Street plus  newsletter item  to advise community of the facility to report problems direct to SKDC/LCC via the Fix My Street.

b. Lone Worker Policy.

Proposal for Lone Worker policy document reviewed.

Resolution: Approved.

c. Defibrilator training

Community Heartbeat Trust (CHT) courses only by video at this time.

Resolution: ongoing. Cllr Bellamy to review in new year for availability of face to face classes re-starting.

Parish Clerk to draft item for next newsletter and if video could be put on the parish website.

d. Village Christmas Tree lighting and decoration.

Cost and options of a tree and decorations reviewed with circa £140 for a 10 foot tree, plus suitable lighting and decorations.

Resolution: Due to time constraints for purchasing and setting up in time for Christmas, it was decided not to proceed this year but to look at potential sales and obtaining lights and decorations early in the new year, with the project reviewed late Autumn 2022.

e. Tile Project.

Ongoing. Update at next council meeting.

f. Council representative - Denton Charities Committee.

Request  received from the Denton Charities Committee for a second member of the Parish Council to join them.

Resolution: Cllr C. Taylor offered to fill the vacancy. Clerk to advise the DCC accordingly.

10        Village Hall – Review Village Hall issue.

The Parish Council considered the options for provision of support to the village hall.

The attendance at the open meeting held to discuss the hall was disappointing and with no new committee members coming forward, Cllr Leadenham offered to act as interim Chair.

Cllr Leadenham updated the council on the present situation and the background to the status of the hall regarding land and ownership, which comes under the Welby Estate.

The estate confirmed that at this present time the agreement made under the original arrangements of the village hall regarding ownership of land and building, that committee’s responsibility for the management and running of the hall would remain in place.

With establishment of a new village hall committee, and with the present level of finances, it was felt that a period of 6 (six) months would be necessary to assess the viability and future of the hall.

Resolution: The Parish Council decided it would not be appropriate at this time to grant any funds towards the village hall, however it would review its payment of hire fees and agree to pay in advance for 2022 meetings up to September 2022 when the status of the would be reviewed.

The Parish Council, having received the invoice for the 2021 hire charges agreed to pay the £120 for this current years usage and recommended that the village hall committee review and update its hire charges as appropriate for the Parish Council meetings.

11        Play area Project – Update.

Ongoing. Cllr Gibbins advised of five quotes obtained with Playdale wishing to revisit and revise quote if necessary.

There were a number of options and these would be presented to the village at an open day to display all options before any firm decision or contract is awarded.

Café Alez from Belvoir Castle would be invited to the open day to provide samples of their products.

It is anticipated that once agreed and a start date scheduled it would be a three week construction period.

A number of funding options are now being looked at and what grants may be available from both council and commercial/private sources.

Cllr Taylor agreed to examine all documents regarding the land transfer prior to any decisions.

Resolution: Clerk to follow up SKDC Mel Cummings regarding transfer of asset and availability of any deeds of transfer and documentation.

12      Finance.

Resolution: Accounts correct and all transactions properly approved and authorised

a. Payment of Denton Village Hall Hire charge 2021.

Resolution: Authorised (item 10 refers)

b. Precept – Request of £5800 submitted to SKDC.

Resolution: Noted.

c. SKDC Community Cleaner grant.

The RFO advised the council that the payment of the Community Cleaner grant would no longer be linked to the National Minimum wage but would remain at its present level. Under the law the council is required to meet the NMW requirements and any increase would now need to be met from the precept.

Resolution: Matter to be discussed and resolved in the closed session as it concerns confidential employee details.

d. Transfer of Bank account.

Request received from Nat West for further details regarding signatories and type of business.

Resolution: To remain ongoing. RFO to advise accordingly on progress.

13        Planning Applications.

a. Review Applications Received for Parish Council Representation.

None received at this time.

b. Review of Decision Notices Received.

None received at this time.

14        New Business for Next Meeting: Review outstanding business.

a. Review matter of Denton Reservoir and provision of waste bins.

15          Meeting Close and Next Meeting.

16        Closed Session to discuss confidential council matters.
