Denton Parish Council

All Parish Councillors were summoned to attend a Parish Council Meeting on Monday 6 September 2021 at 19:30 in Denton Village Hall

The meeting commenced with a CLOSED SESSION at 19:30 hrs (7:30pm) and all public were excluded during this session.

The meeting opened to the public on conclusion of the Closed Session at approximately 20:00 (8:00 pm)

COVID - 19

In accordance with the Government road map for easing of COVID-19 restrictions, the Parish Council Meeting was held in accordance with those confirmed on the 19 July 2021.

While there were no restrictions on numbers attending, the Parish Council asked that those present continued to abide with the recommended safeguards and social distancing.

1       Closed Session to discuss confidential personnel matters.

All matters pertaining to personnel were discussed and agreed and appropriate resolutions passed.

The meeting was then opened to the public at 20:00

2          Welcome Address – Council Chair.

Cllr Sue Bellamy welcomed all present and began the meeting with a dedication to Mr Alan Geeson.

“Before we start the meeting, I would like to take this opportunity to honour a former Parish Councillor Mr Alan Geeson, who sadly passed away on August 15, 2021.

Alan serve on Denton Parish Council for many years and was a stalwart of the village, a man of high principle, unquestionable integrity with a very generous heart.

I know the residents of Denton will certainly miss his presence.”

All councillors concurred and expressed their condolences.

4          Parish Councillor Apologies.

Apologies were received from Cllr M. Crush.

Cllr Crush concurred with the condolence to Mr Geeson and asked for his thoughts to be recorded.

Council reviewed Cllrs Crush’s apologies and reason for not attending.

5          Review of minutes of the Parish Council meeting held Monday 2 August 2021.

Resolution to Approve minutes: Passed

6          Parish Council Declarations Of Pecuniary Interest.

There were no declarations of Pecuniary Interest in any agenda item listed.

7          Public Forum.

Mrs Hiley asked what had been the response to survey on the village playground proposals.

Cllr Bellamy said that  to date 8 written responses had been received, with other members of the village passing their thoughts and opinions when meeting members of the Parish Council or via email.

8          County and District Councillors.

a. County. It is understood that Cllr Adams is unable to attend meetings due to ongoing personal matters. The Parish Council asked that their respects and best wishes be passed on to Cllr Adams.

Resolution: Clerk to action as appropriate.

b. District. Cllr Westropp was invited to attend, however there was no response.

9          Lincolnshire Police.

The local representative from the Neighbourhood Policing team advised that they were presently indisposed, however confirmed that cover would be provided by PC Patrick Welby-Everard and should be any issues you need to bring to attention he can be contacted on e-mail: patrick.welby-everard@lincs.pnn.police.uk. He overs the west of Grantham, Earlsfield and Barrowby Gate etc, and is aware of some of the rural issues that occur.

10        Parish Clerk.

a. Community Cleaner Report.

The cleaners reports were up to date and items of note were the fly tipping of car body parts and general rubbish and take way food containers.

Car body parts and fly tipping have been reported to SKDC for removal.

PC Comment:

There are concerns regarding dog fouling in and around the village and the lack of receptacles for such.

Resolution: SKDC to be requested to provide suitable waste bins for accepting dog waste.

A member of the PC to accompany the cleaner on rounds to assess the nature and extent of the problems for further discussion and action required by SKDC.

b. Lincs Police. Public Space Protection Orders.

The clerk reported that advice had been received from the Office of the Police and Crime Commissioner and Lincs Police regarding PSPO’s and how they should be applied for and administered. In respect of the reservoir situation there were a number of agencies and individuals who would be required to engage.

Cllr Bellamy felt that while there were still issues at the reservoir, the situation had eased and the village volunteer group was still active although it was apparent the bin placed by the Canal And River Trust was not being emptied on a regular basis.

Resolution: Cllr Bellamy would contact Canal and River Trust regarding the emptying of the rubbish bin and that action regarding a PSPO be placed on hold at this time and reviewed as necessary.

c. SKDC Big Clean/Street Care. Footway Clearance.

The clerk reported there had been no update from SKDC or Big Clean regarding the Hungate Road to Park Lane Alley Way.

Resolution: Cllr Leadenham to provide photograph of area for submitting to SKDC with a further request for action.

d. LCC Highways.  Obstructed School Sign (Church St).

The clerk has again reported the sign to LCC Highways for action.

Resolution: Clerk to submit photographic evidence of sign.

e. Permitted Development – Jubilee Weekend Beacon Installation.

The clerk informed the PC of the requirements for allowing a Permitted Development with regards the erection of a Jubilee Beacon in the village for the Queens Jubilee year in 2022.

Resolution: Cllr Leadenham to check possible locations and land owners.

11      Parish Council: Update and Discussion.

a. Traffic, SID update.

Cllr Aldred provided and update on the actions in had to address the traffic and speeding issues in the village.

i. The SID data analysis was ongoing and all the options were under review to enable the data to be provided in a readable and understandable format.

ii. Gated road signs and approach warnings for the village are still being considered and advice from LCC Highways regarding placement and legal requirements ongoing.

iii. Options for a village speedwatch to be discussed.

 Cllr Aldred informed the meeting that a visit had been arranged with the Lincolnshire Road Safety advisor to review the options and what other actions could be taken.

Cllr Bellamy thanked Cllr Aldred for his ongoing work on the road safety issues.

b. Tile project for floor of telephone kiosk.

Cllr Bellamy gave an update on the project to tile the floor of the phone kiosk.

The tiles would be 64 10cm x 10 cm with an individual design/image on each.

The Head Teacher of Denton School would be asked if the school children would be interested in the project and to provide images for each of the tiles.

Images could include subjects relating to the Queens 70th Jubilee and a prize present for the top three. There was also a proposal that it could be linked with the renovation  of the playground with a winning design being used for the logo of the new playground.

Resolution: Clerk to write to the Head Teacher regarding the project.

NB: Following Items were discussed during the Closed Session due to confidentiality

c. Lone Worker Policy.

Resolution: Lone Worker Policy to be drafted for review by Parish Council
d. Supply of First Aid Kit (Staff)

Resolution: Review types of First Aid Kit available and suitability for individual employees and roles.
e. Accident Book.

Resolution: On Line Accident Book to be initiated and placed in OneDrive for access.

12      Denton Village Playground Amenities Project.  Progress report and Discussion.

Cllr Gibbins gave an update on the playground project on the following:

a. Quotes for equipment and installation. 4 Quotes to be obtained from approved suppliers/contractors.

b. Funding options including: Fund raising events, Sponsorship of the phone kiosk tiles, commercial and charity funding.

c. Options to include seating and social areas.

Current feedback from the residents of Hungate Rd was that there were no objections to the project and the survey being conducted was providing positive feedback with very few major concerns being raised.

At meeting was arranged for Friday 10 September between the Parish Council and members of SKDC to discuss the options available and review the present state of the playground.

Resolution: An Open Meeting would be held following the regular Parish Council Meeting of the 18 October to present the project to the community and take any feedback.

Resolution: Reconciliation approved. All transactions for the period 1 – 31 August 2021 correct and properly authorised and accounted for.

b. Review financial approvals and authority for justifiable transactions.

The process of approving transactions on behalf of the Parish Council the RFO/Clerk were discussed and to allow a more pragmatic approach when approving minor expenditures for standing requirements such as stationery, postage and regular contractual fees and payments.

Resolution: Suitable Letter Of Financial Delegation to be drafted and approved by the Parish Council.     

14        Planning Applications.

a.         Review Applications Received for Parish Council Representation.

None at this time.

b.         Review Applications – SKDC Decision Notifications.

None at this time.

15        New Business for Next Meeting: Review outstanding business

The following items were raised for review and or discussion at the next Parish Council meeting:

a. Road Lighting.

b. Maintenance of the land behind the village hall.

c. Suggestions scheme.

16          Meeting Close and Next Meeting.

Cllr Bellamy thanked all for attending and their contributions for what was a useful and productive meeting.

            Next meeting – The next Parish Council meeting will be from 19:00 to 19:30 (7:00 to 7:30 pm) on Monday 18 October 2021 at Denton Village hall. This meeting will be confined to standing items only (finances etc) and will be immediately followed by a general open meeting to present the playground project to the community and allow questions from the residents.
