Denton Parish Council

All Parish Councillors were summoned to attend a Parish Council Meeting held on Monday 2 August 2021 a 19:30 hrs (7:30pm) in Denton Village Hall

COVID - 19

In accordance with the Government road map for easing of COVID-19 restrictions, in the interest of public safety and allowing public access to the meeting the Council chose to conduct this meeting in the village hall, and asked that those present continue to wear a face mask in the building and use the hand sanitiser provided.

1          Welcome Address – Council Chair

Cllr Sue Bellamy (Chair) welcomed those present and opened the Meeting.

2          Record of those in attendance.

Members of the Parish Council: Cllr S. Bellamy (Chair), Cllr V. Aldred (Vice Chair), Cllr P. Gibbins, Cllr R. Leadenham, Mr J McCloskey (Clerk/RFO).

No members of the public were present

3          Apologies for Absence.

  Apologies were received from Cllr M. Crush and Ms J. Newman .

6          Declarations Of Pecuniary Interest.

Resolution: Non Declared

7          Public Forum.

Resolution: Not required no members of the public in attendance and no correspondence for the attention of the council received prior to the meeting.

8          County and District Councillors.

Non in attendance.

9          Lincolnshire Police.

Non in attendance.

10        Parish Clerk.

All actions up to date. Nil to report at this time.

11        Parish Council: Update and Discussion.

a. Traffic Calming and Speeding (SID).

Cllr Aldred apologised for the delay in providing the data due to pressure of work and reported that the review of the SID data was ongoing and will provide reports when able. Reports to be copied to Lincolnshire Police for action/info.

Cllr Aldred is following up on gated signs and other traffic calming measures (Virtual Chicane) at entry and exit points in the village and will chase up consultation with LCC Highways regarding options supported by SID data.

b. Playground.

Cllr Gibbins will continue to press SKDC and contact Mel Cummins for information on options and an update on promised actions by SKDC regarding general conditions and tidying of the playground.

Ownership of the playground to be considered and whether ownership should remain with SKDC and leased by the Parish Council.

New equipment to be sourced, installed and funded by the Parish Council with SKDC taking over responsibility for future maintenance.

Play equipment and what companies can provide to be looked into and what funding options would be available to the Parish Council.

Development and renovation of the playground will be required prior to any new equipment being installed and how this is to be achieved, either by SKDC or local support to be investigated.

Resolution: Establishment of work group/committee to follow the project through to be considered. Clerk to draft TORs and look into provision of separate bank account.

c. Denton Reservoir.

This remains an issue with discarded litter and waste despite new signage and waste bin provided by the Canal and River Trust (C&RT) and still presents a significant threat to the wildlife of the area.

It was noted that thought the bin is being used, the emptying of it is spasmodic and the C&RT are still not maintaining the area.

Cllr Bellamy will contact Mr Rob Braithwaite again regarding the ongoing issues.

Resolution: The Parish Council again voted unanimously to give their thanks to the members of the village volunteers who were continuing to keep the reservoir area tidy and safe for the community and wildlife. Thank You all.

d. Tile project for floor of telephone kiosk.

Cllr Bellamy reported this was in hand and that she would contact the school after the summer break.

The cost of the tiles was reasonable and provided by the Parish Council and the design would be left to the school children.

Cllr Leadenham asked if this could be unveiled as part of the Queens jubilee weekend scheduled for June 2022.

Cllr Leadenham also queried if there could be a village event to commemorate the 70th Anniversary activities. (see item 14 new business for next meeting).

e. State of footways, alleyways and over grown hedges in and around the village.

The Parish Council remain concerned about the poor state of the footways, path and alleyways in the village.

It was noted that the new owners of Denton Lodge on Main Street had cut back the hedge that had been partially obstructing the footway. Thank you.

In particular the ginnel is overgrown and needs clearing.

The footpath across the field is also badly overgrown.

School warning sign on Church Street remains badly obstructed and promised action by LCC Highways to re-site or clear has not yet been carried out.

Resolution: Cllr Bellamy to contact property owners regarding the state of the ginnel and footpath.

Welby Estate to be contacted regarding maintenance.

Clerk to contact SKDC regarding alleyway and general maintenance of the village footways.

Clerk to contact LCC Highways again regarding the school sign.

LI0099: Receipt of documents – notification of exempt status, 2021

We have received and logged the notification of exempt status for the year ended 31 March 2021 submitted to us for Denton Parish Council.  By notifying us that Denton Parish Council has claimed exemption there is no review to be performed and consequently no auditor certificate and report, or any other closure documentation, will be issued by us for this reporting year.

Resolution: Noted. No further action required.

d. Clerk advised that the Yorkshire Bank mandate required updating for new councillors.

Resolution: All new councillors to sign mandate form. Clerk to submit to Yorkshire Bank for updating mandate.

13        Planning Applications.

a.         Review Applications Received for Parish Council Representation.

Resolution: Non for review at this time.

b.         Review Applications – SKDC Decision Notifications.

Resolution: Non for review at this time.

As the majority of planning applications received related to tree works in a Conservation Area the clerk asked if the councillors are happy to continue to see them for their action/info.

Resolution: The Parish Council are content to see all applications for tree works.

14        New Business for Next Meeting.

From item 11.d., Cllr Leadenham  would like the council to consider events to commemorate the Queens 70th Anniversary over the jubilee weekend in June.

It was queried if the Parish Council could erect a beacon in the paddock and whether this would be allowed under Permitted Development.

Resolution: Clerk to check on rules for Permitted Development and report to the Parish Council for full discussion at the next meeting.

15          Meeting Close and Next Meeting.

Cllr Bellamy closed the meeting and thanked all present for their individual input and efforts for a productive meeting.
