1 Welcome Address – Council Chair
Cllr Bellamy welcomed those present and opened the meeting.
2 Attendees
Those in attendance were:
Cllrs: S.Bellamy (Chair), V.Aldred (Vice Chair), S.Turtle, A.Leadenham, C.Taylor, P.Gibbins.
Parish Clerk/RFO: J.McCloskey
Public: No members of the public were in attendance.
3 Parish Councillor Apologies.
Apologies were accepted from Cllr R.Leadenham and LCC Cllr C.Vernon
4 Items from District and County Councillors as necessary.
Cllr Vernon (LCC) although unable to attend, provided information for the Parish Council.
5 Parish Council Declarations Of Pecuniary Interest.
No declarations of Pecuniary Interest were made by the Cllrs Present.
6 Minutes of Previous Meeting.
Resolution to Approve minutes of the Parish Council meeting PCM 2022-08 held Monday 17 October 2022.
Minutes duly approved and signed as an accurate and true record.
7 Public Forum.
No public were in attendance and no items for discussion or inclusion in the meeting had been received.
8 Parish Clerk.
Report from the Parish Clerk:
a. Community Cleaner reports.
Issues Reported:
- A607 layby and verges. Still issue with layby bin broken lid having not been repaired/replaces
- Increase in takeaway littering in and on approaches to village.
- Fly tipping of household items. These are reported to SKDC for action.
b. 2023 Parish meeting schedule.
Meetings for January to December 2023 were agreed as:
Monday 16 January – Parish Council Meeting
Monday 13 March 2023 – Annual Parish Meeting
Monday 15 May 2013 – Annual Meeting of the Council (AKA as AGM).
Monday 10 July 2023 - Parish Council Meeting.
Monday 10 October 2023 – Parish Council Meeting.
Monday 11 December 2023 – Parish Council Meeting.
c. 4 May 2023 Local Elections.
9 Parish Council: General. (Update and Discussion).
a. SID and Road Safety.
New SID installed and operational. Additional 30 mph advisory signs ordered from LCC.
Community Speedwatch Training for volunteer speed gun operators.
Visit from LCC Highways representative. All options discussed and will be reviewed.
b. Defibrilator training.
Complete for the present. Further training will be reviewed in the new year if required.
c. Phone Kiosk Tile Project.
Ongoing, Inclement weather prevent installation. (Adhesive setting time)
d. Belvoir Castle events (Forbidden Forest).
Meeting with organisers proved useful as they were unaware of the impact on the local area. With 2 events per year for the next 10 years, actions will be put into place to monitor both traffic and noise levels. All relevant authorities and local councils will be kept informed of future events and planning.
10 Play area Project – Update.
No further progress has been made regarding transfer of the playground. The transfer documents remains with the solicitors acting Pro Bono on behalf of Denton Parish Council.
Enquiries continue to be made by both Denton and SKDC with the solicitors to expedite the matter.
Resolution: Cllr Bellamy will contact the solicitors with a request for an update and advise SKDC of the situation.
The question regarding insurance was raised and whether Zurich had provided a quote for insuring the playground.
Zurich has been contacted regarding the matter and were unable to provide a quote until transfer had been completed and present equipment or new installation had been assessed and valued. (email dtd 21 July 2022), however public liability was adequate for purposes. They did advise having a safety inspection carried out by RoSPA.
Resolution: The council felt that they (Zurich) should be able to provide a fully updated quote and that the clerk to re-visit this matter with Zurich.

The precept for the forthcoming financial year was reviewed against three options:
1. No Increase. Precept to remain at present level of £5800.
2. 2.60%. Increase Precept by £200, £6000.
3. 4.30%. Increase Precept by £300, £6100

Resolution: Balanced against the projected budget requirements and increases in staff salaries and planned projects, the Parish Council agreed to Option 2 and request a precept of £6000 for yhr

12 Planning Applications.
a. New Applications.

c. Other planning matters.
i. Issues regarding Saltby Airfield planning application and impact on surrounding villages.
An update had been received regarding the Saltby Planning application and following a review of the route this has been revised and will not now include the Denton crossroads, but will instead vehicles will travel via Gorse Lane towards Hungerton emerging onto the B1174 at the top of Spitalgate Hill.
The Parish Council felt that although this had removed the issues regarding Denton, it did not address the initial problems of the storage and transport from the site and that Gorse Lane was far from suitable for HGV.vehicles and with a school at the point where Gorse Lane joins the B1174.
The issue will remain under review.
13 New Business for Next Meeting: Review outstanding business.

Cllr Bellamy thanked all those present and closed the meeting at 21:30.
The nest Parish Council Meeting will take place at 19:30 on Monday 16 January in Denton Village Hall.
