Denton Parish Council

All Parish Councillors were summoned to attend a Parish Council Meeting held Monday 14 March 2022 at 19:30 (7:30pm) in Denton Village Hall

COVID - 19

In accordance with the Government guidance for easing of COVID-19 restrictions, the Parish Council Meeting was held in accordance with the current guidedance.

While there are no restrictions on numbers attending, the Parish Council asked that those present continued to observe recommended safeguards.

1          Welcome Address – Council Chair

Cllr Bellamy welcomed all present and opened the meeting.

2          Lincolnshire Police .

Maisie McMahon, Safer Together Coordinator for Lincolnshire Police North and South Kesteven.

Unfortunately Maisie McMahon was unable to attend the meeting and sent her apologies.

4          Parish Councillor Apologies.

Resolution to Accept

Apologies were received from Cllr S. Turtle and J. Newman (Community Cleaner).

Resolution Passed: Apologies and reasons accepted.

5          Minutes of Previous Meeting.

Resolution to Approve minutes of the Parish Council meeting No PCM 2022-01, held Monday 10 January 2022.

Resolution: Passed, minutes accepted as a true and accurate record of the meeting.

6        Parish Council Declarations Of Pecuniary Interest.

Resolution to Note.

None declared. Resolution: Noted.

7       Public Forum.

There were no matters for discussion raised by the member of the public present

8        Parish Clerk.

a. BT Phone Box Adoption – Follow up on initial agreement.

The Clerk had contacted BT regarding the phone box but had not received any acknowledgement of the query at this time.

Minutes of the meeting in 2014 recorded the resolution passed to adopt the phone box for the sum of £1 (One Pound Sterling), however no formal agreement between Denton Parish Council and BT could be found.

Resolution: Clerk to continue to investigate.

9       Parish Community Cleaner reports.

Report from the Community Cleaner.

The community cleaner reported that issues continue with large amounts of waste being dumped along the roadsides, and where necessary due to amount and type, were reported directly to SKDC for their action.

There continues to be a dog waste issue in and around the village.

The Cleaner asked if SKDC could be asked about their orange waste sacks and if they could be made of a bio-degradable material rather than plastic which she felt was adding to the plastic problem.

Resolution: The Parish Council expressed their concerns regarding both the ongoing fly-tipping outside the village and the dog waste problem. They were in agreement regarding the issue of plastic waste sacks and asked that the clerk look into the following:

a. Clarification of the area to be maintained either side of the A607 junction.

b. Request additional village waste bin for the footway between Hungate Road and Park lane.

c. Query to SKDC regarding use of biodegradable waste bags.

10        Parish Council: General Update and Discussion.

a. SID and Road Safety.

Analysing the SID date was ongoing and how best to use the data i.e. supporting evidence to provide to Police and Highways authorities, being looked into. This is remains ongoing due to amount and type of data available.

HGV’s passing through the village remains a problem and where identified, haulage companies have been contacted. Remains under review and part of the SID data analysis.

School safety. A number of possible actions are available to improve school safety including the establishment of a safety zone with flashing signs/indicators to prevent inconvenient parking and reduce speed limits in the immediate area.

The possibility of involving the children was discussed but the ethics of this approach were questioned and not thought appropriate.

Resolution: The council agreed to compile the SID data and provide to Lincolnshire Police and LCC Highways to support request for action/assistance it dealing with the issues which should cover all areas of concern: Expanding speed limit zone at the edge of the village, school safety zone, anti-social driving and vehicle weight limits.

LCC Highways would also be approached for advice on possible road calming measures and their implementation/approval.

b. Defibrillator training.

Community Heartbeat Trust (CHT) are now in a position to offer training through various options from Face to Face and On-line courses.

Costs were between £275 and £300 for a day’s training.

Resolution: Promote in next newsletter to gauge interest and include relevant costs in budget for the new Financial Year.

c. Phone Kiosk Tile Project.

All the children’s artwork have been received and passed round. The children were commended on both artistic and imaginative designs and they would now be passed to the printers for printing onto the ceramic tiles in preparation for laying by the council.

Resolution: All approved and expenditure of £140 (Estimated) authorised and budget to be updated accordingly.

11        Village Hall – Update.

The Chair of the Village Hall committee updated the Parish Council on progress so far and future plans for management and use of the village hall.

An asbestos survey had been carried out with an assessment of low risk.

Internal ceiling tiles would require replacement.

Lower part of internal walls required panelling over to reduce asbestos risk.

Electrical test passed, but emergency lighting requires attention and it is hope to rectify this by the date of the street market.

Plans to establish a tea room/lending library.

Number of events planned to raise funds for renovations, details to follow.

Resolution: The Village Hall committee were to be thanked for their work so far and their plans. The clerk will hold the publication of the next newsletter to include dates and details of village hall events once known.

12        Play area Project – Update.

The Parish Council met with Gareth Dawkins from SKDC to finalise requirements for change of ownership of the playground and surrounding area.

The meeting was well received and the transfer process confirmed with a target date of about a month, subject to serving notices to comply with openness. The transfer would be for an arranged fee of £1.00 (One Pound Sterling).

Quotes have been received from a number of contractors and once the transfer has taken place, a full consultation with the community will take place.

Grants for the renovation are being looked into and it is anticipated that Parish Council will be expected to contribute around 10% towards any grant.

The RFO/Clerk advised increasing the ring fenced precept budget from £2000 to £3000 to take into account expected costs and grants.

Resolution: Agreed that the budget for the playground be increased to £3000 with the contingency reserve reduced to £2000 to offset.

SKDC be asked to ensure all grass cutting had be carried out prior to the transfer

Clerk/RFO to action budget amendment and forward grass cutting request to SKDC.

The Parish Council will establish a workstream and assign responsibilities for the project.

A vote of thanks was proposed and passed to Jon and Natacha Bell of the Welby Arms for their contribution towards the funding of the renovations. This will be added to the ring fenced project funds.

3. Other Finance business.

a. Resolution to appoint DE Accounting as Internal Auditor for AGAR FY2021-22 and agree fees.

Resolution: Passed. Clerk/RFO to action.

b. Review of National Joint Council National Salary Award for clerks.

Resolution : Clerks salary to be increased in line with NJC Pay award.

c. Review Budget proposals for FY 2022-23.

Resolution: RFO Budget approved with playground reserve increased to £3000 and ring fenced.

d. Bank Account – Proposed transfer from Virgin Money to Nat West and acceptance of banking charges.

Resolution: After conferring with the clerk/RFO, it was decided not to transfer to a new bank. At this time the Virgin Money account does not incur any account charges which would impact on the overall council expenditure.

e. Annual Membership subscription to CPRE (Campaign to Protect Rural England).

Resolution: It was agreed to continue with the Parish Council membership of CPRE at the current rate of £36.00 pa.

14        Planning Applications.

a. Applications Received for Parish Council Representation.

S22/0367. Steven Mitchell. Proposal: Erection of a single-storey lean-to rear extension, replacement of existing windows and doors, siting of new fuel storage tank to rear of outbuilding at rear of property. Location: 142 Main Street, Denton.

Decision/Date: Work Allowed 1st March 2022.

Resolution: All applications and decision notices have been reviewed with no comments or representations made by the Parish Council.

15        New Business for Next Meeting: Review outstanding business

It was agreed that the next meeting should include Parish involvement and activities to commemorate Her Majesty the Queens platinum jubilee.

16          Meeting Close and Next Meeting.

Cllr Bellamy closed the meeting and thanked all those present for their ongoing support and work.

The next meeting will take place on Monday 11 April 2022 at 19:30 in the village hall and will be the Annual Parish Meeting.
