1          Welcome Address – Council Chair

Cllr Sue Bellamy welcomed all those present and opened the meeting.

2          Attendees

Record of those in attendance.

In attendance were:

Parish Council. Cllrs; S.Bellamy (Chair), V.Aldred (Vice Chair), S.Turtle, R.Leadenham, J.McCloskey (Clerk).

County & District Councils: Cllr C. Vernon (LCC).

Public: One member of the public attended the meeting.

3          Parish Councillor Apologies.

Apologies were offered from Cllrs; C.Taylor, P.Gibbins, A.Leadenham.

Resolution: Apologies and circumstances were accepted.

4          Minutes of Previous Meeting.

Resolution to Approve minutes of the Parish Council meeting PCM 2022-07 held Monday 11 July 2022.

The resolution to approve minutes of the Parish Council meeting PCM 2022-07 held Monday 13 June 2022 was passed.

5          Parish Council Declarations Of Pecuniary Interest.

Resolution to Note.

Resolution: It was noted that no Declarations Of Pecuniary Interests in agenda items were made.

6          Public Forum.

            There were no items from members of the public for discussion.

7          Items from District and County Councillors as necessary.

            a. LCC Cllr Vernon Updated the Parish council on the following:

            i. Cost of Living issues. ~Help was available for household support with the cost of living increases. Applications for grants for those in need of assistance are required and full details can be found on the County Council website.

ii. Rogue Traders. Public are to be aware of rogue traders noted selling fireworks etc, and where noted members of the public are request to report them to Trading Standards.

iii. Avian Flu. Cases in Lincolnshire have been reported and restrictions are in place around the Grantham area. Where the public note any dead birds they are  not to touch them but to report them to the Anima Plant and Health Agency (APHA) on 03459 335577.

It has been noted that where birds are in water, agencies involved are unable to remove them due to logistical problems accessing the water.

iv. Saltby Airfield Planning Application.  A Decision was deferred due to the Committee Members concern with the proposed routes & the potential road safety issues. A date for further meetings has not been confirmed.

b. The chair thanked Cllr Vernon for the updates and opened the discussion regarding traffic issues in and around the village, especially when events at Belvoir Castle were taking place (i.e. Forbidden Forest).

i. Discussion was ongoing between Melton Borough Council licensing, Denton Parish Council and Forbidden forest events organiser regarding the application for the event in 2023.

ii. It was suggested that a single point of contact within LCC Highways would allow the parish council to discuss the problems with a view to arranging a visit and a “walkround” to assess potential problem areas and solutions.

iii. Cllr Vernon agreed to look into the matter with a view to arranging a meeting with Rowan Smith.

8          Parish Clerk.

a. Election year 2023. 4 May 2023 proposed but to be confirmed pending coronation of King Charles III. Full details from SKDC expected early in the new year.

b. Details for the 2023-24 precept expected in November from SKDC.

9          Parish Community Cleaner reports.

Cleaner reports:

a. Ongoing issues with A607 layby and damaged waste bins.

b. Take away waste discarded in and around the village and roads in and out of Denton.

c. Incidents of fly tipping. Reported to SKDC.

10         Parish Council: General Update and Discussion.

a. SID and Road Safety.

i. Data being assessed from the SID and provided to the Parish Council. Some areas of data processing still to be finalised for accuracy. Data indicates speeding up Main St towards A607 as vehicles leave the village. A review of the present SID site proposed with sign turned to face downhill.

ii. Second SID on order (Solar powered). Locations of both will be reviewed to ensure good coverage of roads in and out of Denton.

iii. Road safety and traffic calming measures to be investigated. LCC Highways visit to advise.

Resolution: The Parish Council agreed that both existing SID and the new one would be sited where most appropriate and the existing SID to be altered to face downhill on Main St.

b. Defibrilator training.

i. Defibrillator training carried out and well attended over two sessions. Included use of the defibrillator and CPR.

ii. Further courses in the new year planned with children included if practicable.

c. Phone Kiosk Tile Project.

i. Floor levelled and prepared for laying of the panel as designed by the school children.

d. Belvoir Castle events (Forbidden Forest).

i. Discussion with MBC and Events organiser to resolve issues ongoing.

ii. Cllrs Bellamy and Turtle to attend licensing committee meeting. Date TBN.                       

11         Play area Project – Update.

            i. Awaiting final confirmation from solicitors regarding transfer documents.

            ii. Funding sources being explored.

iii. RoSPA inspection to be requested through SKDC prior to transfer taking place.

Resolution: Proposal of meeting to discuss playground development and funding. TBA.

RFO Note:

a. The RFO advised that following a review of the finances and expenditure, the net value of the play area grant of £3000 by the Parish would have to include any costs associated with establishment of the playground once responsibility has been transferred and that all costs could not be fully absorbed from the parish precept without impinging on other areas.

b. Cllr R.Leadenham questioned this use of the grant and that it would reduce the amount of funding the parish council would be able to claim on the grounds that the accepted grant from the council would be 5% of the funding requested.

c. RFO. While it was accepted that this would be the case, it was advised that the expectations of establishing the playground should be balanced and affordable.

Allocated budget and forecast total includes agreed commitment to acquire second SID (cost TBA Circa £3k)

i. The revised financial position now includes the paid invoice for the second SID, £3672.00. (£3060.00 + £612.00 VAT).

ii. The Parish Council is now heavily committed across all areas and the allocated budget remains sufficient for all expected expenditure, however there is no scope for further expenditure to be anticipated without encroaching on the reserve.

iii. There is currently a VAT amount of £85.83 for reclaiming. This is normally claimed at the end of the financial year for inclusion in the budget for the next year, however can be claimed in year providing the conditions are met.

Resolution: Accounts approved. All transactions noted and correct. Position for remainder of the year budget noted and approval to reclaim VAT in year.

            Cllr Bellamy thanked all present and closed the meeting at 21:30.

            Next scheduled Parish Council meeting will take place at 19:30 (7:30pm), Monday 12 December 2022 in Denton Village Hall.
