3          Parish Councillor Apologies.

Resolution to Accept.

Apologies from Cllrs: V.Aldred (Vice Chair), R.Leadenham received and accepted.

4          Minutes of Previous Meeting.

Resolution to Approve minutes of the Parish Council meeting PCM 2022-02 held Monday 14 March 2022.

Resolution: Passed. Passed, minutes accepted as a true and accurate record.

6           Parish Council Declarations Of Pecuniary Interest.

Resolution to Note.

None declared. Resolution: Noted.

7           Public Forum.

a. Emma Stenning, CEO Belvoir Estates introduced herself and expressed concerns regarding traffic issues at Brewers Grave corner on the Belvoir Road. Traffic approaching from the direction of Denton often failed to negotiate the right hand bend, leaving the road and damaging the gates and cottage on the Belvoir estate.

Options were discussed for dealing with the issues and the concerns raised by Denton Parish Council with LCC Highways over state of the road surface and appropriate signage.

Parish Council comment:

DPC will continue to raise the issue of traffic calming with LCC Highways and support Belvoir Estate wherever possible.

Cllr C. Vernon (LCC) Comment:

Cllr Vernon expressed her support in dealing with LCC Highways regarding the traffic and road safety issues.

b. Saltby Airfield planning application.

The issue of Saltby Airfield in the neighbouring parish remains a concern and Cllr Vernon was aware of the matter and strength of feeling.

As Denton is not within Melton Borough and despite impact on the roads leading to and from the proposed site falling within Lincolnshire County, the response from LCC Highways was disappointing with no challenge to the application by LCC made.

Cllr Vernon advised the council to link with the Melton Borough Parish Councils for a joint approach from all those affected.

It was also advised that a direct approach be made to the planning committee members advising them of the concerns regarding potential traffic issues due to unsuitability of the road infrastructure to cope with the proposed traffic.

It was noted that the committee review would probably take place in mid June.

Resolution: Denton Parish Council to engage with neighbouring parishes and write directly to Melton Borough Planning committee asking for a review and site visit to properly assess the road infrastructure before making an decision.

8          Lincolnshire County Council..

Cllr Vernon thanked the parish council for inviting her to the meeting and presented a report to the council on county council matters covering:

a. National Foster Care Fortnight.

b. Lincolnshire County Show, 22nd – 23rd June 2022.

c. Ukrainian Refugee support.

d. Dangerous waste in domestic bins.

e. Fix My Street for reporting road damage and potholes etc.

f. Forthcoming highways closures.

g. Saltby Airfield. Decision by committee

9           Parish Clerk.

a. Fence panels bordering Harston Road. Reported to SKDC Planning and passed to the Conservation Officer for inspection.

b. Additional waste bins requested for Hungate Road to Park Lane requested but no response to date. To be followed up with SKDC Street Services.

c. Footway obstructions (overgrown hedges). Hedges along the footways on Main Street to be trimmed back when circumstances allow. Presently wild birds nesting and hatching prevent any immediate action. To be monitored.

d. State of footway surfaces to be raised with LCC Highways again.

10         Parish Community Cleaner reports.

Report from the Community Cleaner.

Location of Orange bag collection points to be clarified. i.e. adjacent ot dog waste bin on Casthorpe Rd.

11         Parish Council: General Update and Discussion.

a. SID and Road Safety.

Analysing the SID date was ongoing and how best to use the data.This is remains ongoing due to amount and type of data available and the  interpretation of the statistics.

HGV’s passing through the village remains a problem and where identified, haulage companies have been contacted. Remains under review and part of the SID data analysis.

b. Defibrilator training.

Community Heartbeat Trust (CHT) are now in a position to offer training through various options from Face to Face and On-line courses.Costs were between £275 and £300 for a day’s training, but could only be done in small groups (up to 10)

Resolution: Promote in next newsletter to gauge interest and include relevant costs in budget for the new Financial Year.

c. Phone Kiosk Tile Project.

Proposed change to tiles with change to printing onto aluminium sheet. Will require floor screeding and finishing with edged border.

Resolution: Change accepted. Ongoing.

d. Proposal for parish council to gift Queens platinum jubilee commemorative mugs to the children of the village (including the school) up the age of 18.

Quote obtained for 144 mugs from Print Bureau Team.

Resolution: Purchase approved for 144. Invoice to be forwarded to clerk for payment. Arrangments to be made for delivery to village and school by the Parish Council.

e. Parish Council to  host a Jubilee big lunch on Sunday 5 June, providing teak/coffee with self provided food by participants.

Resolution: Clerk to confirm with Zurich insurance requirements for Public Liability.

12        Village Hall – Update.

Number of events planned over the jubilee weekend and bookings being received from other users. New fencing around outside grassed area to be installed by SKDC and Welby Estate.

13        Play area Project – Update.

No further update at this time from SKDC regarding status of transfer.

Review of quotes in line with plans and revise if necessary to ensure costs consistent with requirements.

Status and condition of area at present of concern. Request SKDC to ensure area is in an acceptable condition for handover.

Resolution(s): 1. Clerk to pursue with SKDC status of transfer. 2. Council to review quotes to ensure costs are proportionate to requirements.
