3          Parish Councillor Apologies.

Apologies received from Cllrs V.Aldred (Vice Chair), R.Leadenham.

Resolution to Accept: Passed. Apologies and reasons accepted.

4          Minutes of Previous Meeting.

Resolution to Approve minutes of the Parish Council meeting PCM 2022-05 held Monday 16 May 2022

Resolution: Minutes approved and signed.

5         Parish Council Declarations Of Pecuniary Interest.

Resolution to Note.

Resolution: None Declared

6         Public Forum.

Although no members of the public were present, Cllr Gibbins had been approached with some matters of concern for Parish Council review.

a. Potential hazard of gravel from private driveways spreading over onto public footways.

Resolution: Item in next newsletter and on website requesting property owners regularly sweep off the footways.

b. Poor state of footways on Main Street.

Resolution: Log issue on Fix My Street to report to LCC Highways.

c. Denton Lodge footway obstruction from overgrown hedge.

This matter has been raised with the property owner, who advised the Parish Council that as at present there were active birds nests in the hedge, he was unable to take any significant remedial action but had undertaken a light trim. He informed the Parish Council that once the nesting season had passed (September/October), he would take further action to remedy the matter.

Resolution: the Parish Council felt this was still unacceptable and instructed the Parish Clerk to again write to the property owner requiring him to take action on safety grounds.

The Parish Council also wished that LCC Cllr Charlotte Vernon be informed of the footway issues.

7         Parish Clerk.

a. Fence panels bordering Harston Road.

The Parish Clerk informed the council that following intervention by the SKDC Conservation Officer, the panels had been removed.

Resolution: Closed. NFA.

b. Additional waste bin, Hungate Rd to Park La.

Ongoing request.

Resolution: Parish Clerk to follow up with SKDC.

8         Parish Community Cleaner reports.

The Parish Clerk reported that the Community Cleaner reports were up to date and brought the key issues to their attention:

a. A607 layby. General and personal waste from overnight HGV’s.

b. A607 Junction.

The Parish Council had concerns regarding the cleaners area of responsibility and whether this included the A607 areas

Resolution: Review Cleaners Contract to define areas of responsibility. Further discussion with the cleaner regarding the layby and A607.

LCC Highways to be advised of the environmental issues regarding the HGV littering problem.

9         Parish Council: General Update and Discussion.

a. SID and Road Safety.

The data from the SID required further analysis to ensure the information accurately represented the problem of speeding and level of traffic through the village.

Resolution: Councillors to meet and review data and positioning of the SID.

Continue to report positioning of the Belvoir Rd 30 mph sign to LCC Highways (Fix My Street) to ensure they comply with Road Traffic Act.

b. Defibrilator training.

Ongoing. Training dependant on numbers. Dfib Training up top 20 persons, First Aid requires separate session for certification.

Resolution: Confirm numbers wanting to attend training and check availability for weekend sessions.

c. Phone Kiosk Tile Project.

Ongoing. For better longevity, the pictures are to be printed onto sheet aluminium and set on the floor of the kiosk.

Resolution: Noted.

10        Village Hall – Update.

The village hall was steadily receiving interest and more bookings were being received. The jubilee weekend provided a platform for promoting the hall for use.

Over the weekend events, funds had been raised for both the village hall (£400) and the playground project (£300)

The village hall committee would like to thank Denton Farming for sponsoring the afternoon tea raising funds for the playground and Sarah, Sue, Paul and  Andrea for their help in supporting the all the events.

11        HM Queen Elizabeth II Platinum Jubilee Weekend events review.

Despite the variable weather it was felt that all the events went well. All those involved in decorating  the village hall and surrounds are commended, with special thanks to and Sarah, Sue, Paul, Andrea and Jill.

12        Play area Project – Update.

Details of the Point of Contact for Denton Parish Councils solicitor was passed to SKDC, but nothing more has been heard from either party at this time as to whether the documents have been sent or received. The conditions of handover regarding state of existing equipment (and potential removal by SKDC) will need to be confirmed.

Updated quotes have been received from tendering contractors (Wicksteed - £67k) and have been forwarded to councillors for review. Level of quotes and equipment was thought to be high for what would required.

Resolution: Parish Council to re-assess and set out requirements to better manage expectations and ensure that any equipment represent quality over quantity.

2. SKDC Community Cleaner Grant – First Tranche

Resolution: Accounts reconciliation approved. All transactions properly accounted for and authorised.

b. Annual Internal Audit (AGAR) FY 2021 -22

Resolution to approve and sign off accounts.

Resolution: AGAR approved and signed off for submission to PKF Littlejohn (External Auditors).

c. Approve Cllr S.Turtle expenses in respect of purchases made in support of the Queens Platinum Jubilee commemoration. Sunflower seeds and envelopes for sunflower competition to the total value of £31.35 as detailed on invoices presented.

Resolution: Payment approved.

14        Planning Applications.

a. New Applications:

S22/1099. Michael Barsham. Proposal: Lowering garage floor to the same level as the house, a

small increase to the roof height, thereby creating room to replace the fink trusses with an office space. Date Valid: 30 May 2022. Location: Denton Lodge Main Street Denton.  App Type: Householder.

b. Application Decisions:

S22/0772.  Sir Richard Welby. Proposal: Approval of details required by Condition 3 (large scale details) Condition 4 (Drawings of the new door and window), Condition 5(materials) of S21/2252 Location: Cottage Denton Manor Harston Road.

Decision/Date Details Approved 27th May 2022.

S22/0822. Mrs Claire Mason. Proposal: Works to Trees. Location: 78 Main Street Denton.

Decision/Date: Work Allowed 27th May 2022.

Parish Council Representation: No objections raised.

c. Other planning matters.

Issues regarding Saltby Airfield planning application and impact on surrounding villages.

Cllrs Bellamy and Turtle have attended meetings regarding this issue and all objections have been raised and submitted to those relevant authorities (Melton Borough Council (MBC), Lincolnshire County Council (LCC) Highways and South Kesteven District Council (SKDC)).

The response from both LCC Highways and SKDC has been negative, as neither have any issues with the application, either from the traffic or environmental prospects. Copies of reports have been requested regarding investigation of the intended routes and how the judgment that there are no issues arrived at. To date no further information has been received.

LCC Highways and SKDC have been provided with photographic evidence of the unsuitability of the roads and infrastructure and the potential damage to a Site of Special Scientific Interest (SSSI) and the flora and fauna associated with the area.

Representatives from the parishes and villages concerned will be attending the meeting of the planning committee to present their objections and evidence, but due to the conditions imposed by MBC means that only one individual to represent all villages will be allowed to speak for a maximum of three minutes only.

Cllrs Bellamy and Turtle will be attending future meetings and update the Parish Council accordingly.

Denton Parish Council are disappointed in the apparent lack of interest and involvement by LCC Highways, SKDC and the executives within these authorities for the absence of their support for their own constituents and communities.

They also expressed disappointment with the organisation responsible for SSSI due to their apparent lack of engagement, due it was said to staff shortage and excess workloads.

15        New Business for Next Meeting: Review outstanding business.

a. Outcome of meeting regarding SID date.

b. A607 Layby waste.

16        Cllr Bellamy thanked those present and closed the meeting at 21:30

For diaries the next regular Parish Council Meeting (PCM) will be held on the 11 July 2022 at 19:30 (7:30pm) in Denton Village hall.

Councillors unable to attend are to notify apologies to the Parish Clerk.
