All Parish Councillors were summoned to attend a Parish Council Meeting
Monday May 19, 2025 at
Harlaxton Village Hall, Harlaxton at 7:30 pm.

Item for Discussion/Resolution
1 Welcome Address from the Chair, Councillor Andrea Leadenham who had been voted in as Chair at
the AGM prior to the Parish Council Meeting, thanked the members of the public for attending and
reminded all that the meeting is recorded. Councillor Vincent Aldred was also thanked for his time
on the Council as he had offered his resignation at the AGM. Councillor Casement-Thomas had been
voted in as Vice Chair and Mr Nigel Elias had also offered to stand as a Councillor and as he met the
criteria was duly welcomed & voted on.
2 Attendees:
Those in attendance were: Councillors: Sue Bellamy and also Acting Clerk, Robert Leadenham, (who
had informed the Acting Clerk he would be late arriving due to a prior meeting) Patricia Casement-
Thomas, Amy Leadenham. Two members of the public also in attendance.
3 Councillor Apologies:
Apology received & noted from Councillor R . Leadenham that he would be late in arriving.
4 Parish Council Declarations of Pecuniary Interest. None recorded.
5 Items from District & County Councillors.
Councillor Charlotte Vernon was in attendance and thank everyone for their support during the local
elections. Reform Party now hold a large majority, as the election has only just taken place no
policies or projects have been announced as mandatory training will be in place for the new
Councillors.
6 Minutes of previous Meeting - Resolution to approve the minutes of the Parish Council Meeting
held on Monday May 19, 2025.
7 Public Forum
Councillor Casement-Thomas noted that the Village Hall had been discussed during the Annual
Meeting prior to the Parish Council Meeting and an interim committee had been formed: Councillor
Casement-Thomas stressed that the survey was overwhelmingly positive that the village hall was

kept open. Several residents had intimated that they would be available to help with the
maintenance etc. A 99 year lease had been offered by the Welby Estate and as Denton PC would be
the overseeing body certain criteria would have to be put in place for the running & viability of the
Village Hall. All items to be discussed further. It was noted that there is about £2,200 in the Village
Hall account. A structural survey would need to be carried out to confirm the viability of the project
- moving forward.
Councillor Robert Leadenham joined the meeting and was asked by the Chair to add any comments
to Item 5:
Councillor R. Leadenham reported that current changes to local government are still a work in
progress, nothing has been decided and further meetings are planned. It is envisioned that SKDC
probably has
2 more years left as the governing Council & there maybe the possibility of even more elections.
PC’s in the area are being invited to future briefings.
8 Report from the Parish Clerk including:
a. Community Cleaner Report
Reports have been received and the usual information regarding litter. Clerk has also checked if any
equipment is required by the cleaner & the response was not at the present time.
9 Parish Council: General (update & discussion)
New Councillor Training - date still to be confirmed for Councillor Amy Leadenham and Councillor
Elias.
a SID & Road Safety - it was confirmed by Councillor R. Leadenham that the issue of the siting of the
SID on the lamppost on Main Street will be addressed further by SKDC. It is still undecided whether
or not to replace or repair the SID currently sited on Belvoir Road.
i) CSW (Community Speed Watch) Update:
With the addition of 2 new volunteers, it is hoped more sessions can be planned. Councillor Elias
confirmed all the information is being forwarded to Lincs Police after each session.
ii) Parking issues in Denton namely Denton School and any updates. Again the School is seen as a
problem area & several thoughts were discussed which included; where the teachers park to
staggered school times or a one way system. It was suggested that a meeting should be held with
the Head Teacher of the School to see if any solution could be achieved.

iii) Lincs CC letter regarding the siting of the 30mph limits on Belvoir, Harston & Casthorpe Roads.
Clerk to check when the work is scheduled to commence.
b. Belvoir Castle Events and general update.
Forbidden Forest is the main event & will be discussed further in Item d):
c) Vale Parish Group Meeting was attended by Councillor Bellamy on April 28, 2025. Items discussed
were Children’s Homes in the area and Flood Management.
d) Forbidden Forest update: CSW in place for the event. As there is new management for the event
the emphasis has been put on better communication with the residents of the area. The Traffic
Management Company has not changed and it is assumed the Traffic Management Plan will be
similar to previous years. Archer survey to be conducted on Belvoir Road by Lincs Police.
e) Dog Fouling: some areas of the village are better than others but the general consensus was to
continue monitoring the situation.
f) Play Area, Hungate Road - Update
New brochures have been received regarding play equipment. Clerk to check on the status of the
transfer from SKDC.
g) Correspondence received from a resident regarding the installation of new street lighting LED
bulbs. A resident was concerned about the LED street lights The Clerk had informed the resident
that the new lighting was a cost cutting measure and if the lights were deemed too bright shades
could be fitted to deflect the light.
10 Finance: including discussion on the year end for FY 24/25 and the information required by Dendy
Choma and P.K. Littlejohn regarding the audit procedure. Payment of yearly insurance premium
through Zurich Insurance. Also payment re LALC for updating of the website.
The bank balance is £24,430.87. Funds for the play area of £3,300 are ring fenced. Councillor Elias
also reminded the council that £1,000 was also ring fenced from The Street Market Funds. The sum
of £229.86 to Zurich Insurance had also been paid. Everything was now in place to forward to our
internal Auditor Dendy Choma to ensure that the Parish Council is compliant and then the checked
documentation will be sent to PKF Littlejohn who are the external auditors. Payment pending to
LALC (Lincolnshire Association of Local Councils).

Denton Parish Council to object to the above planning application.
Outstanding decisions:
Keepers Lodge - Caravan & Camping Site at Denton Lane, Harston. Still pending with Melton
Borough Council.
No update on the above application & still pending.
12 Any other business that has arisen.
Councillor Casement-Thomas suggested that the Emergency Plan for Denton be listed as pending
as it requires further discussion.
