Item for Discussion/Resolution
1 Welcome Address the Acting Chair Councillor Patricia Casement-Thomas thanked the members of the public for attending and reminded all that the meeting is recorded.
2 Attendees:
Those in attendance were: Councillors: Sue Bellamy (SB) and also as Acting Clerk, Robert Leadenham (RL), (who had informed the Acting Clerk he would be late arriving due to a prior meeting) Andrea Leadenham (AL), Patricia Thomas (PT). Amy Leadenham (Amy Leadenham).
3 Councillor Apologies:
Apology received from Councillor V Aldred who was unable to attend. Councillor Robert Leadenham & District Councillor Charlotte Vernon (reason as noted in Item 2 above) were all noted and accepted.
4 Parish Council Declarations of Pecuniary Interest. None recorded.
5 Items from District and County Councillors
Are noted as being discussed later as Councillors R Leadenham & Charlotte Vernon arrive.
6 Minutes of Previous Meeting. To be approved and signed by Councillor Casement-Thomas in the absence of the Chair.
7 Public Forum:
Adverse weather conditions had been felt throughout the county and indeed the country. A Member of the public was concerned about a blocked drain on Harston Road which was flooding the road & also flooding the field where her horse is grazed. Councillor Vernon, who was also looking into an overflowing drain on Main Street, requested that information be sent and she would investigate further. Acting Clerk had photographs which she would forward for ease of reference. It was also reported that a drain outside of Chapel Gate on Main Street was also blocked & was particularly treacherous when the cold weather caused the flooding to become icy again this would be reported. Grit bins located in various locations had been topped up with grit earlier in 2024. The public’s concern was liability if they put down grit. This was a problem
explained by both Councillor’s Vernon & R. Leadenham. It was agreed to look into the possibility of having a trained Snow & Flood Warden, which in turn could become part of Denton’s Emergency Plan. Councillor Casement-Thomas has the formulation of a plan in the pipeline which is being rolled out in Lincolnshire. A resident did ask about the ash tree that is located in the VH grounds and is overhanging her property. The Acting Clerk to contact Welby Estate to check to see if anything can be done. The tree would also need checking to see if it has Ash Dieback Disease.
Village Hall
The status of the Village Hall is still undecided but Welby Estate have very generously offered a 99 year lease, which would certainly help when applying for suitable funding. Councillor Casement-Thomas will finalise the questions & format of the survey to gauge residents opinions. The survey will be delivered by hand & also posted on the WhatsApp group with several drop off locations suggested if required.
County Councillor Charlotte Vernon Report:
Lincolnshire CC budget increased for FY 2025/26 by 2.99% all details can be found on the website www.lincolnshire.gov.uk
Lincs Health Watch are also requesting information on how residents use the pharmacies in the area. Lincolnshire are also looking for nominees for the Good Citizen’s Award - if you know of anyone please also look on www.lincolnshire.gov.uk
Mayoral elections in the area are to take place on Thursday May 1, 2025.
District Councillor Robert Leadenham Report
Hoping to hold a meeting with Gareth Davies, Member of Parliament for Grantham and Bourne and The Rt Hon Edward (Ed) Argar the Conservative MP for Melton & Syston, Leicestershire. To discuss the safety of the A52. Dates of a proposed meeting hopefully to follow.
Forbidden Forest update: Lincolnshire Road Safety Partnership & Lincs Traffic Enforcement are keen to support the CSW teams during the Forbidden Forest event; this would include an Archer Survey and a Mobile Speed Unit (if available). Ideally located on Belvoir Road. Extra assistance from CSW teams in neighbouring villages have offered to help.
A 20mph speed limit is now under consultation by Lincs CC. The general feeling was that Denton would be happy to be a pilot test village for this.
8 Parish Clerk Update
a. Community Cleaner report had been received and circulated. The Acting Clerk had checked to see if any PPE was required. A response from the Community Cleaner was received, stating no PPE at this present time was required. Councillor Casement Thomas did suggest that a H&S risk assessment should be carried out to continue best practice. The Acting Clerk to compile a draft review for the next Meeting.
9 Parish Council: General. (Update and Discussion).
SID and Road Safety - As soon as the weather improves & nights are lighter CSW will recommence.
Road Closures:
A1 closed From 8pm - 6am Northbound from January 20, 2025 - March 24 2025.
Main Street Denton - Road Closure for one day February 7, 2025. Both items to be put on the village WhatsApp group.
Denton Reservoir:
An incident was reported at the Reservoir of children trying to cross the ice. Police & Fire Service attended & the children were advised on safety issues. No reports of injury were recorded.
i) Parking issues - parking & speeding near Denton C E School still a concern. b. Belvoir Castle Events - Waiting for the events calendar in full to be published. c. Update on the Vale Parish Group
Key priorities have been formalised. The group is ideal for networking and community engagement within the parishes. The Councillors are happy for Councillor Bellamy to attend the meetings which are held on a regular basis and report back.
d. Dog fouling. The new signage which has been installed by the estate in the paddock seems to be having the desired effect.
e. Play Area - Further emails have been sent by the Acting Clerk to Margaret Rhodes at Macfarlanes & Gareth Dawkins of SKDC to try and finalise the transfer of the Play Area.
10 Finance including discussion on the forthcoming Precept for 2025/26
a. Monthly Report FY 2024-25 currently stands at £18,425.87. Please refer to attached report circulated to all Councillors.
b. Precept for FY 2025/26. After a full and lengthy discussion and checking of the variables it was decided unanimously to raise the precept by £500 to £6,500. Acting Clerk to advise SKDC of same.
11 Planning Applications.

12 Any other business
Councillor R. Leadenham was thanked regarding the installation of a Christmas Tree for the village. Denton Farming Company were also thanked for their help in providing a suitable site and with the installation. Councillor A. Leadenham did confirm that this would now be a permanent feature for the village at Christmas.
13 New business for the next meeting - none noted.
14 The Chair thanked everyone for attending and the Meeting closed at 9:30 pm and date of next meeting – Monday March 31, 2025.
