All Parish Councillors were summoned to attend.

COVID - 19

In accordance with the Denton Parish Council COVID 19 (Coronavirus) Business Continuity Temporary Parish Council Policy Document, all scheduled face-to-face public meetings are suspended until further notice or as directed by central government.

Accordingly, Council meetings will be conducted by alternative means. Currently, the Council have chosen to use the virtual Zoom application.

In the usual way, the first 15 minutes of the Parish Council Meeting was open to the Public Forum.

1              Welcome Address – Council Chair.

3              Parish Councillor Apologies:

Cllr Martin Crush (Chair) sent his apologies.

Resolution: Apologies accepted.

4              Minutes of Previous Meeting held 12 October 2020:

Resolution: Minutes accepted and approved as a true and accurate record.

5              Parish Council Declarations Of Pecuniary Interest.

Cllr Turtle declared a potential interest in item 11.c.

Resolution: DPI noted for the record.

6              Public Forum: Presentation/Discussion (15 Minute).

There were no representations for discussion from the public.

7              County and District Council:

County – Update requested on queries raised:

a. Relocation of Denton school warning sign on Church St.

b. Repairs to damaged road signs.

c. Repairs to road surface at Brewers Grave.

Q1. Cllr Adams was queried regarding the ongoing state of the road and missing signs at Brewers Grave and the County Councils “Duty of Care” to ensure road safety by replacing damaged and missing Chevron warning signs.

A1. Cllr Adams requested further details and would follow up.

Q2. State or road surface and  number of accidents occurring at Brewers Grave.

A2. Cllr Adams would contact Highways and make enquries and requested the Parish Clerk send him the details.

Q3. Relocation of school sign to a more prominent postion.

A3. Cllr Adams believed work was scheduled and would follow up.

Cllr Adams update the Parish Council on financial matters for both County and District Councils. He also advised ongoing issues within the District Council planning department which were being reviewed by outside consultants.

8              Lincolnshire Police.

No member of the Neighbourhood Policing Team were available and not information had been received regarding issues effecting the area.

The Parish Council noted however that there had been a recent burglary in the village and a number of incidents regarding attempted dog napping.

Resolution: Parish Clerk to contact the Lincolnshire Police Neighbourhood team to examine how best incidents and potential problems may be communicated to the Parish Council and the community and improve the flow of information.

9              Parish Clerk.

a. Community Cleaner Reports

Community Cleaner reports were up to date. Issue of concern noted were:

i.  Road kill (Badger) remains on A607, reported to SKDC but not yet removed.

ii. Human waste being left in A607 Layby.

Resolution: Clerk to confirm SKDC policy for removal of reported roadkill and advise SKDC Environmental  Health of human waste.

b. School Parking, Lincs Police.

Ongoing.

Resolution: Issue to be revisited in New Year when schools return. Engage with school authority, PCSO and residents.

Options for consideration:

i.   Education and involvement of school pupils.

ii.  Village road safety campaign and use of SID data.

c. Website.

New Parish website live and being updated with current information. Historical information to be added as ongoing project.

d. Newsletter.

Newsletter drafted and awaiting final Parish Council review before publication.

Quote for publication obtained from Print Bureau Team of Grantham of £80 for 300 colour copies.

Resolutions:

1. Update to include item on the defibrillator progress.

2. Deadline for approval for printing 17:00 (5:00pm) Thu 17 Dec 2020

2. Parish Council voted to proceed with printing as per quote.

10           Parish Council.

a. Defibrilator.

Quotes for three options had been received from the Community Heartbeat Trust for replacement of the village defibrillator. The three options were:

Option 1 –

Replace cabinet at Denton VH with new unit to match the old damaged defibrillator unit with:

Lifeline AED with carry case.

ShockBox Rotaid unlocked cabinet.

Community signage pack

Quote:  £1375 Installation by Denton PC – optional installation by CHT = £200 + vat.

Option 2 –

Place cabinet at Denton kiosk with new unit to match the old damaged defibrillator unit with:

Lifeline AED with carry case.

ShockBox Rotaid unlocked cabinet.

Community and telephone kiosk signage pack.

Installation by CHT.

Quote: £1605.

Option 3 –

Place cabinet at Denton kiosk with new VIEW defibrillator to meet disability regulations with:

Lifeline VIEW defibrillator with visual display, carry case and spare electrodes.

ShockBox Rotaid unlocked cabinet.

Community and telephone kiosk signage pack.

Installation by CHT.

Quote:  £1760.

Additional for all options:

VAT if purchase

No Vat and insurance included if done as a Managed Solution (+£100 set up)

Training and awareness programme = £175 (includes face:face sessions, posters, article for newsletter, videos).

Delivery and fitting is subject to a 4 – 6 week lead.

Resolution:

The Parish Council voted for option 3 including optional manage solution and training package.

Parish Clerk to draft and submit order soonest.

b. Speed Indicator Device (SID).

Councillors Aldred and Turtle have taken over responsibility for the maintenance and operation of the village Speed Indicator Device (SID) and will review its operation and availability of data and additional software to enable the unit to be used to its fullest extent in monitoring speeds through the village.

A check of approved locations will be made and the unit moved on a quarterly basis.

Battery charging/changing will be carried out at 4 weekly intervals.

Quarterly reports made available to the Parish Council

Resolutions:

4. 24/7 operation to be trialled with a review if required regarding possible light nuisance to residents.

c. Parish Council policies and file sharing.

Improved Parish Council document and file sharing options considered in accordance with GDPR Compliance regulations.

All key Parish Council Documents to be stored and accessible via suitable file sharing platform.

Resolution: Clerk to review options and platforms for file sharing and advise Parish Council.

d. WW1 Memorial Pump Project.

Project now completed in the main with minor making good of paved flooring.

Resolution: Item closed. Thank you to all those involved to be included in newsletter.

e. Gated Roadside Signs.

Ongoing.

Resolution: Revisit in New Year.

f. State of Village Footways and Road surfaces.

State of village footways and road surfaces is of increasing concern with a number of faults reported via “Fix My Street” with no apparent action taken to rectify.

Resolution: Parish Council to carryout village walkabout and record problem areas for reporting via Fix My Street.

11           Finance

b. Review and set precept for Financial Year 2021-22

Three options were considered:

Option 1. No Increase in precept – Band D Council Tax increase - 1.1%

Option 2. Increase by £100 – Band D Council Tax increase -          2.9%

Option 3. Increase by £200 – Band D Council Tax increase -          4.7%

RFO Note:

As in recent years Parish and Town Councils Band D equivalents have reduced due to the Local Council Tax Support Scheme and that council tax bills are required by statute to show the percentage increase for each Paris/Town Council precept.

Option 1 shows a percentage increase due to the variation in the 2021/22 tax base for the parish which has reduced from £123.80 in 2020/21 to £122..60 for 2021//22. Although the monetary amounts of increase in options 2 and 3 are relatively minor, the large percentage variance is due in large to having not increased the precept for 2020/21 and the reduced tax base for the parish.

Resolution: In light of the current situation and financial pressures on the community, the Parish Council voted unanimously for Option 1 and decided not make any monetary increase in the Precept for Financial Year 2021-2022,

c. Review St Andrews Church PCC request for maintenance grant.

As last year, this remains a matter of concern as to the Parish Council’s support of routine maintenance of St Andrew’s churchyard and the continuing payment of a grant first awarded in 2004.

Parish Councils obligations to an “open” churchyard preclude everyday maintenance and grants may only be awarded on presentation of audited accounts from the Parochial Church Council.

Any grant is to be applied for an individual or special project support as a one off payment and not paid in perpetuity.

Resolution: Parish Council to review regulations concerning churchyard maintenance and consider options at next council meeting, subject to any provision of recent accounts by the St Andrew’s PCC.

12           Planning Applications.

a)            Applications Received for Parish Council Representation.

Demolition of outbuilding and erection of rear extension 78 Main Street, Denton.

S20/1635. Slack

G1 x3 Sycamore rear stems removed and x4 Sycamore front stems pollard to just above the roof apex- approx. 4 metres 69 Main Street, Denton.

Resolution: Noted, no representations required.

b)            Applications – SKDC Decision Notifications.

S20/1444. Mr Brian McNulty

Proposal: Weeping Willow - To fell, Whitebeam - To fell, Variagated Conifer - To fell, Various Leylandii Conifers - To fell. Ashwood House Church Street Denton.

Work Allowed 30th September 2020.

Resolution: Noted for record.

13           New Business for Next Meeting: Review

b. Denton Reservoir and community involvement.

c.Communication and flow of information in the community.

d. Play area restoration. Engage with Charlie Vickers for research and assistance (Dof E Award volunteering).

e. Parish Council vacancies.

f. Dog waste and provision of additional bins (SKDC) and signage.
