Parish Council Meeting 1930 – 2130 hrs

Held by Video Conference.

 

COVID - 19

In accordance with the Denton Parish Council COVID 19 (Coronavirus) Business Continuity Temporary Parish Council Policy Document, all scheduled face-to-face public meetings are suspended until further notice or as directed by central government.

Accordingly, Council meetings will be conducted by alternative means. Currently, the Council have chosen to use the virtual GoToMeeting application.

Agenda Serial          Discussion Item

1.Welcome Address – Council Chair.

Cllr Crush welcomed all the attendees and council members, extending a welcome to Cllr Vincent Aldred at his first full formal Parish Council meeting, LCC Cllr Bob Adams and to Jayne Newman, Community Cleaner to the parish and to Stephen Vickers, resident of Denton Village.

3. Parish Councillor Apologies: Resolution to Accept.

Not Required all Parish Council were in attendance in accordance with the current guidelines regarding local authority meetings.

4. Minutes of Previous Meetings: Resolution to Approve.

5. Parish Council Declarations Of Pecuniary Interest: Resolution to Note.

Non declared.

6. Public Forum: Presentation/Discussion (15 Minute)

            Mr Stephen Vickers presented on behalf of his son Charlie.

Charlie is 15 and embarking on the Duke of Edinburgh’s  Bronze Award scheme an element of which is voluntary service of 1 hour per week for three months.

Registration was due not later than Thursday 15 October 2020

Mr Vickers asked the council to allow Charlie to volunteer in support of the council and community in any activities the council considered suitable.

Due to the short timescale for registration, the council were happy to accept the offer and engage with Mr Vickers and Charlie regarding suitable activities (All subject to COVID 19 restrictions) and the following were initially proposed (but not restricted to):

  1. Assist in monitoring and maintaining the Phone Box book exchange.
  2. Delivering Parish Council Newsletters.
  3. Information gathering and consolidation for play area refurbishment.

Resolution

The council accepted Charlie as a volunteer in principal and will consider what activities Charlie could undertake.

The council appointed the Parish Clerk as main point of contact and support officer for the duration of the volunteering. The clerk will sign off on any activity in accordance with the requirements of the D of E Award scheme

Clerk to draft formal response of acceptance in line with the 15 October 2020 deadline.

7          County and District Council

            LCC Councillor Adams gave updates on:

  1. LCC.  Financial situation, including budget reserve and grants for  young and adult care in the county. School Transport costs would increase due to COVID restrictions.
  2. SKDC. Interim Head of Planning appointed. Leisure centres coming back under SKDC control  (LeisureSK). No CEO at this time and cost implications. Planning white paper due.

Q1. Cllr Turtle raised a query regarding grass verge cutting and the damage caused to road signs having appeared to have been struck by the mowing machinery.

A1. Cllr Adams advised reporting through “Fix My Street” and to cc him in on any queries.

Q2. Cllr Turtle queried the effectiveness of the Fix My Street system as the sign at Brewers Grave had been down for some time and reported twice with not action. Also that some reported damage had disappeared off the system without action being taken and not being followed up.

A2. Cllr Adams asked that any concerns should be sent to him for follow up on actions.

Comment C1. Cllr Crush thanked Cllr Adams for his input, advice and support to the Parish Council.

8          Lincolnshire Police.

No information or update has been received from the PCSO on behalf of Lincolnshire Police, including reported parking issues at Denton Primary School.

Action: Clerk to re-contact PCSO/Lincolnshire Police on behalf of the Parish Council to query Police support to the village.

9          Parish Clerk.

  1. Community Cleaner.

Ms Jayne Newman, the Community Cleaner was welcomed to the meeting and raised a query concerning the areas of the village and its surroundings the Parish Council would consider her responsibilities.

The Clerk confirmed Ms Newman submits monthly reports to the clerk detailing the areas cleaned and any issue encountered. Concerns regarding the A607 layby have been noted regarding the personal nature of waste left and the emptying of the roadside bin by SKDC. Issues previously reported to SKDC as an environmental matter.

Cllr Crush confirmed that the areas currently being covered were adequate and thanked Ms Newman for the work she was doing on behalf of the parish.

Cllr Bellamy, echoed Cllr Crush’s comments and support for Ms Newman

Cllr Turtle, also praised Jaynes work and queried the issues concerning the A607 Layby to the West of the Mains St/A607 junction and the nature of waste being left there.

Action: Clerk to follow up on action regarding emptying of bins and the clearance of waste by SKDC.

Cllr Turtle raised the subject of correct PPE and clothing and adequacy and suitability.

Cllr Crush agreed and that a review of Ms Newman’s  PPE and Clothing to include provision  of:

  • Suitable Coat/His Vis jacket
  • Boots and gloves (both heavy duty and nitrile)
  • Hand sanitising gel.

Resolution:

The council agreed to make provision and funding of required PPE and equipment.

Cllr Turtle to liaise with Ms Newman and advise of requirements and procurement method.

 

  1. Insurance (Phone Kiosk and SID)

The clerk advised the council that both the newly refurbished phone kiosk and the Speed Indicator Device had been added to the councils asset register and included in the insurance policy with not increase to the premium.

  1. School parking.

The clerk reported that the ongoing issues with parking at the school had been reported to the Lincolnshire Police PCSO and a reply yet to be received.

 

Resolution: Clerk to continue to chase up with Lincolnshire Police and request advice from the Lincolnshire Road Safety Partnership and LCC Cllr Adams.

  1. New website transition.

The clerk reported work was ahead of schedule and that the switchover would take place once notified by LCC. Problems exist with the old website due to support having now been withdrawn pending switch off end of December. Focus will now be on updating and migration of information to the new website and not placing any new items on current (old) website but a link to the new website. As MS Word and PDF may not be placed on due to government accessibility rules, all necessary documents and information will be converted to an acceptable format, this will be evident, especially for agenda and minutes.

Resolution: Clerk to forward a link to the new site to the Parish Council once satisfied it was of an acceptable standard to be viewed.

10        Parish Council: Update and Discussion

  1. Phone Kiosk. Vote of thanks to Cllr Sue and Martin Bellamy for the refurbishment.

Resolution: The Council were unanimous in that Cllr Sue Bellamy and husband Martin receive a well deserved vote of thanks for all the hard work in restoring the village phone kiosk. They have fully transformed a village focal point for the entire community.

Thank you both.

  1. Defibrillator training, use and maintenance.

It was reported to the council that as of today the defibrilator located at the village hall was no longer fit for purpose. Due to its condition, the recommendation from a representative from Community Heartbeat Group was to remove the unit to prevent any issues from attempting its use in an emergency.

The unit had a number of faults relating to both condition and operating capability.

Its location was also thought to be unsuitable due to limited accessibility and should be re-sited with adequate signage to its location.

Community Heartbeat Group would be able to supply and fit a new unit, and would also supply a loan unit until a new one could be installed. They also advised the council that from January 2021, new legislation would come into force regarding keeping adequate records of maintenance, training, disabled access and correct signage,

Resolution: The Parish Council resolved to de-register the U/S unit and allow a temporary replacement to be installed.

A new location to be sought to comply with legal accessibility requirement The newly refurbished phone kiosk suggested as it is easily accessible and located in a prominent position.

The Parish Council voted for Cllr Turtle, with support from Cllr Aldred to engage with Community Heartbeat Group and provide details of installation, maintenance costs and training provision.

Cllr Crush gave a vote of thanks to the councillors concerned the work and diligence in moving the issue forward.

Resolution and vote was carried.

  1. WW1 Memorial Pump Project – (Cllr S Bellamy).

The memorial water pump has been installed and is just awaiting suitable flooring before fully complete.

Resolution: The Parish Council voted to add the pump to the village asset register and to include on the parish insurance schedule.

  1. Village approach roads – welcome signage. (Cllr Bellamy.

This project is awaiting response from contractors with regards to supply and installation, which was not forthcoming at this time.

Ongoing with other contractors contacted for quotations.

13        Correspondence and Communication.

Parish Council Newsletter.

Format and style approved for future use. Publication and distribution to be investigated for hard copies to the community.

Website version to comply with accessibility requirements.

Parish Website.

New Parish Website. Problems with the old website due to  support having now been withdrawn pending switch off end of December. Focus on updating and migrating information to the new website. Old website to have a link to the new website and guidance regarding the new one. Documents and information on the website compliant with accessibility requirement.

14        New Business for Next Meeting: Review

a. Speed Indicator Device. Transfer of responsibility from Jon Bell to Parish Council. Cllrs Turtle and Aldred to take forward and report at next meeting.

b. Play Area. Revisit plans and explore funding and grants available. Cllr Bellamy to take forward and report at next meet. Clerk to query SKDC on legitimacy and potential removal of “No Ball Games” sign.

c. Potential for installation of “Friendship Bench” adjacent to play area. Long term project  and potential for funding support examined.

d. Road Safety and speed management. Potential for better signage for school on Church St and support from Lincolnshire Police.

15        Closed Session (If Required for Confidential and Personnel Matters)

The council went into closed session to discuss staff matters.

16        Meeting Close and Next Meeting

Cllr Crush declared the meeting closed at 21:30.

The next Parish Council meeting will take place on Monday 14 December 2020 at 19:30 (7:30 pm) and will be by Zoom video link.

Members of the public are invited and encouraged to attend the meeting subject to compliance with extant COVID 19 restrictions.

Requests to join the virtual meeting are to be notified to the Parish Clerk at least 24 hours prior to the meeting. A link to the meeting will be sent out on request.
