ANNUAL PARISH MEETING
The Annual Parish Meeting for Denton Parish took place at Denton Village Hall on Monday 11 April 2022 @ 19:30 (7:30 pm)

1 Welcome.
Cllr Sue Bellamy (Chair) welcomed those present and opened the Annual Parish Meeting.
2 In attendance.
Members of the Parish Council: Cllrs S. Bellamy (Chair), V. Aldred (Vice Chair), S. Turtle, P. Gibbins, Mr J McCloskey (Clerk/RFO).
One member of the Public was present.
3 Apologies for Absence.
Apologies were received from Cllrs R. Leadenham, C. Taylor and C.Vernon (LCC)..
Resolution: Apologies and reasons accepted.
4 Resolution to accept and sign minutes of the Annual Parish Meeting held:

Resolution: Minutes approved and signed.
5 Annual Report from the Chair of the Denton Parish Council.
Cllr Bellamy gave the Annual Parish Councils Chair report. (Annex A)
6 Matters Arising
Community issues or matters of interest or concern from the public.
There were no matters raised for discussion by residents of the village and the member of the public present had no questions for the councillors.
The Parish Council discussed their concerns regarding the following issues:
a. Saltby Airfield Straw storage and distribution depot planning application.
Resolution: Denton Parish Council to lodge objections with Melton Borough Council regarding road safety issues regarding the unsuitability of proposed access routes and with LCC Highways.
Cllr Bellamy to attend neighbouring Parish Councils meetings and offer support.
b. Query regarding playground proposal and possible impact on neighbouring properties.
Resolution: Playground area to be clearly established with sufficient separation from adjacent properties and residents made fully aware and informed.
c. HM Queen Elizabeth II. Platinum Jubilee commemorations.
The Parish Council would support the jubilee weekend by hosting a village lunch at the village hall, and providing light drinks, tea and coffee.
Food would be a “bring your own” picnic type.
Provision of commemorative jubilee mugs was proposed for children of the village and school up to the age of 18.
Resolution: Clerk to confirm rules regarding funding of gifts is within S.137. Council to obtain designs and quotes for mugs.
d. Proposal to purchase a second Speed Indicator Device.
Resolution: Quotes for second device to be sought from Morelock signs and second support bracket for the present one.
7 Meeting Close.
With no other business, Cllr Bellamy thanked those present and closed the meeting.

After another very difficult year for everyone re COVID. I am ever hopeful, that finally we are emerging into “business as usual” again. I would like to take this opportunity, to personally thank my fellow councillors and our Parish Clerk/Proper Officer, James McCloskey for all their unstinting support throughout the year. I am honoured to work with such a wonderful group of people.
On a rather sad note, we lost former Parish Councillor Alan Geeson and our District Councillor Bob Adams, both were stalwarts and long standing councillors and we certainly miss their presence.
We welcomed our new District Councillor Charlotte Vernon, and we all look forward to a beneficial working relationship.
We also welcome two new councillors, Sarah Turtle who rejoins us and Cate Taylor. Both bring skill sets which will enhance the council. We still have a vacancy for one councillor and would welcome applications.
Play Area
SKDC have informed us that we are in the final stages of the handover of the play area. We can then make a concerted effort, to raise the necessary funds for the play area refurbishment. The play area for many years has been in a dire state and we are all enthusiastic and looking forward to making this area an asset to the village.
QUEEN’S JUBILEE
Her Majesty The Queen has become the first British Monarch to celebrate a Platinum Jubilee after 70 years of service. To celebrate Her Majesty's historic reign in the run up to the Platinum Jubilee Central Weekend which takes place in June:
The following events are to be confirmed:
Thursday June 2 - Afternoon Tea in the Village Hall with singer Melody Flyte who is a vintage singer, specialising in the Great American Songbook (1925-1955) and in British and American songs of WW2.
Saturday June 4 - Evening Race Night in the Village Hall
Sunday June 5 - Afternoon family picnic in the grounds of the Village Hall
We will be confirming all the above events in the Denton Digest Newsletter as soon as possible.
Speeding
This unfortunately is an ongoing problem, but we have compiled data over several months from our SID (Speed Indicator Device) which we hope will be sufficient, to put before LCC (Lincolnshire County Council) Highways to implement some changes. This could include gates on Belvoir & Casthorpe Roads as they are more effective located in pairs and the verges on both these roads is of a suitable width. Main Street and Harston Road, are unable to accommodate gates, but one solution maybe different road signage. There is also an option of requesting a 20mph speed limit during School Hours. Obviously, we will have to have further discussions with LCC Highways.
Phone Box Tile Project
I am pleased to report that the artwork by the pupils of Denton School has been completed. The next stage, is to have the artwork transferred onto ceramic tiles and then these will be laid on the phone box floor. The children have drawn an eclectic mix of pictures and each one is wonderful.
Planning Applications
At the time of writing and this is only a brief synopsis (as the application is ongoing). There is an application with Melton Borough Council regarding Saltby Airfield Planning, application number 21/01223/FUL which could have the potential to have a hazardous effect to road users, using both Stoney Track and Denton Crossroads. This route has been proposed to allow huge 60 ton HGV lorries carrying bales of straw to the Sleaford Renewable Energy Plant at Kirkby La Thorpe, Sleaford, Lincs. The Parish Council have written to Melton Borough Council to raise our concerns and objections and at the time of writing are awaiting a response. We will obviously inform residents of any developments to this matter.
Litter
As with other neighbourhoods we suffer from quite a lot of litter, which includes the usual fast food suspects. Our Community Cleaner Jayne Newman does a sterling job often under difficult circumstances. It is a thankless task, and one that everyone can help with in order to protect our beautiful countryside.
Village Hall
It has been a difficult period for our Village Hall, due to COVID it has been unable to be rented out, resulting in a loss of revenue. The new committee are concentrating their efforts on making the village hall compliant to current standards. On going improvements include works to the kitchen, toilets and doors are being undertaken. The lawned area to the rear has been mowed and cleared by a group of volunteers.
Street Market
At the time of writing The Street Market Committee have decided to go ahead with the Annual Street Market which unfortunately has not been held since 2019. The Street Market revenue provides much needed funding for the Church, Village Hall and School.
Defibrillator
At the time of writing this, group Defibrillator training is still not available. However, we will keep checking with Heartbeat who carry out the training sessions & will advise when these are available to attend.
Denton Reservoir
The installed litter bin is helping certainly on the litter problem around the reservoir. We are fortunate to have a committed group of volunteers who monitor the situation.
The Welby Arms
It is welcome news that the Welby Arms is now open full time for business. We wish all involved every success.
