DENTON PARISH COUNCIL
STANDING ORDERS
1. Ordinary meetings shall be held in January, March, May, July, October and December on a Monday, usually starting at 7.30pm and ending no later than 9pm. Other meetings called as required. Meetings will take place in the Village Hall.
2. The Chairman shall be elected annually as required in law but shall serve no more than two consecutive years. The Chairman shall preside at all meetings or if he is not present, then the Vice Chair shall preside.
3. The Proper Officer and Responsible Financial Officer of the Council shall be the clerk.
4. The Clerk will draw up the Agenda in consultation with the Chairman. Notice of motions from councillors can be given at the preceding meeting otherwise they shall be in writing signed by the member and must be received by the clerk 10 clear days before the day of the meeting. The Proper Officer will provide a signed summons with date, time and Agenda, by mail or email to all Councillors, at least 3 clear days before the meeting (excluding Sundays and Bank Holidays). A copy will also be posted on the website and on the noticeboard within the same timescale.
5. Extraordinary meetings shall be called by the Chairman (or two Councillors if the Chairman refuses to call an extraordinary meeting) and he/they will sign the Agenda for said meeting.
6. The Quorum of any Council meeting shall be 3.
7. Members of the public present will be invited to make observations or ask questions during an adjournment of all meetings of the Council.
8. All Councillors must declare any pecuniary or personal interests at each meeting.
9. Councillors must observe the Code of Conduct at all times, both in and out of meetings.
10. All resolutions will be made by the majority of Councillors and if necessary, the Chairman will have the casting vote.
11. Urgent matters between meetings are delegated to the clerk in consultation with the Chairman.
12. No member of the Council shall issue orders, instructions or directions unless authorised to do so by the Council. No matter shall be re-addressed within 6 months of a resolution,
13. All payments to be authorised by Council. Two councillors to sign cheques (four signatories to include 3 Councillors and the Clerk) and BACS listings.
14. These standing orders to be reviewed at each Annual meeting. Additions, deletions and amendments may be made by resolution at any meeting. Standing Orders may be suspended at a meeting so far as it regards the business of the meeting, unless so doing would conflict with Acts of Parliament.
15. For resolution of disputes and grievances of employees, the Contracts of Employment refer to a Grievance Panel and Appeal Panel of the Parish Council. If required these panels will comprise of the following parish council members: taking parish councillors in alphabetical order of their surname and excluding the Chairman. The Grievance Panel will consist of the first three members. The Appeal Panel will consist of the next three. In the event of the Council having a vacancy, the Chairman will be included in the Panel as determined by his name.
